On July 18, 2025, Donald Trump put into effect <a href="https://www.paulhastings.com/insights/crypto-policy-tracker/the-genius-act-a-comprehensive-guide-to-us-stablecoin-regulation" rel="noopener noreferrer" target="_blank">the GENIUS Act</a> with overwhelming Congressional support—68-30 in the Senate and 308-122 in the House, which constituted the U.S. Federal Government's first serious approach towards Cryptocurrencies. It is important to note that the adoption of Stablecoins as a part of the United States Federal Code is not an executive order or set of guidelines, it becomes a part of federal law. This could significantly alter the manner in which United States Citizens utilise Digital Currencies (Dollars). At the signing occasion, we watched the end of an amazing development. During Trump's first term as president from 2017 to 2021, he was against Bitcoin and other cryptocurrencies. By 2024, Trump had become one of the most well-known public political supporters of the Crypto Movement. He believes that the US should become the "Crypto Capital of the World." Now that he has been in office for seven months, he is keeping this pledge by acts instead of simply words.<h2>The GENIUS Act: Stablecoins Get Federal Framework</h2>The new Guiding and Establishing National Innovation for U.S. Stablecoins Act provides the Federal Government with ultimate control over stablecoins, specifically the U.S. Dollar backed tokens. Stablecoin issuers will be required to hold 100% of their reserves in readily available assets such as U.S. Dollars, U.S. Treasury Bills, or other low-risk property that may be eligible as reserves per the regulations established by the Government. The issuer is also required to provide a detailed report of their reserve composition on a monthly basis. The new guidelines establish that an issuer of stablecoin cannot make the claim that their stablecoin is backed by the United States Government, Federally Insured, or Legal Tender. Additionally, should an issuer file bankruptcy, holders of stablecoins will maintain priority claims over holders of all other creditor claims against the issuer. Only banks, credit unions, bank subsidiaries and qualified non-bank financial institutions can issue stablecoins. All institutions must receive permission from the Federal Reserve and must demonstrate the ability to meet the requirements of this regulation. As a result, more than just Tether and Circle will be able to issue stablecoin; there is the possibility that larger banking institutions may enter this new marketplace directly. Scott Bessent, Secretary of the Treasury, emphasized that this law was a strategic priority. The Treasury reserves required for backstopping stablecoins will ultimately help create demand in excess of $10 billion per year as StableCoins become more popular. The effective date is 2026, with proposed rules potentially finalized as early as the first half of 2026.<h2>The Strategic Bitcoin Reserve: National Asset or Political Theater?</h2>The President of the United States issued an Executive Order establishing what he refers to as "Strategic Bitcoin Reserve" on March 06, 2025. This has made the United States the first major economy in the world to explicitly claim that Bitcoin qualifies as a strategic reserve asset. The Reserve will be <a href="https://www.cryptopolitan.com/u-s-government-holds-at-least-198000-btc/" rel="noopener noreferrer" target="_blank">funded</a> using the U.S. Treasury's seized Bitcoins, currently estimated to total 198,000 BTC, worth approximately USD 18 Billion at current market values. According to the language contained within the Executive Order, Federal Agencies are required to examine moving any and all Bitcoins that they own into this new Strategic Reserve, while retaining ownership of these assets. Federal Agencies are also directed to "Investigate methods to obtain additional Bitcoin" without utilizing taxpayer funds. The following items were added to the list of reserve assets by the Federal Government as well: Solana (SOL), Cardano (ADA), Ripple (XRP), and Ethereum (ETH). With this action, the United States has created an official non-Bitcoin Cryptocurrency Digital Asset Stockpile for these cryptocurrencies, demonstrating that the current Administration views multiple Non-Bitcoin Blockchain Networks as valuable Blockchain Networks. Various opinions were expressed regarding the Reserve Proposal. Senator Cynthia Lummis introduced a bill that would use various Federal Funding Sources to purchase one million (1,000,000) Bitcoin over five years (5). Economists such as Barry Eichengreen from UC Berkeley have criticized the proposal by saying, "If panicked customers force Stablecoin Issuers to liquidate the Treasuries backing their Tokens, then... Treasury prices may plummet causing interest rates to increase sharply and causing instability throughout other Financial Markets and the overall Economy." As of March 2025, Bitcoins Reserves have been addressed in sixteen states so far. Texas <a href="https://bitcoinmagazine.com/news/texas-buys-5m-of-spot-bitcoin-etf" rel="noopener noreferrer" target="_blank">established</a> a Bitcoin Reserve Fund in June 2025 in the amount of $5 million. It held it in conjunction with BlackRocks Bitcoin ETF to plan for an investment in Bitcoin Directly. The Governor of Arizona signed into law HB 2749 which allows for the use of seized assets in the accumulation of Reserves. Lastly, New Hampshire's HB 302 authorises State Treasury to Invest in Digital Assets with a Market Capitalization greater than $500 Billion; Only Bitcoin currently qualifies for this.<h2>Bank Deregulation and Market Impact</h2>Appointees of Donald Trump overhauled many regulatory agencies, including the announcement by the Comptroller of the Currency that banks may offer cryptocurrency custody services without needing individual approval for each product they offer. Paul Atkins, the SEC Commissioner, believes payment stablecoins will have a significant impact on the future of the securities market. The policy changes have a direct impact on the economy. Stablecoin demand surpassed $300 billion in 2025 and the number of transactional stablecoins exceeded combined transactional volume of Visa and Mastercard in 2024. The reserve requirements contained within the GENIUS Act will result in creating tens of billions of dollars in additional demand for the U.S. Treasury as the issuance of these coins increases. The release of the Strategic Bitcoin Reserve is politically expedient for Treasury Departments and State Pension funds because now there is a framework for them to put funds into Digital Assets. The actions taken by Texas recognize that investing in Digital Assets, which was previously considered to be a fringe investment strategy, may now be enjoying increasing acceptance, resulting in potentially hundreds of billions of dollars in institutional capital becoming available for investment as additional states adopt similar legislation.<h2>The Conflicts and Criticisms</h2>Donald Trump has expressed strong interest in the growth of cryptocurrencies; he has also invested significant sums of money into companies within this space. In January of 2023, Trump launched an additional form of cryptocurrency (a "<a href="https://www.lbank.com/price/official-trump/what-is" rel="noopener noreferrer" target="_blank">$TRUMP</a> meme coin"), owned a minority interest in a cryptocurrency platform named World Liberty Financial, and hosted a $148 million dollar fundraising dinner for cryptocurrencies. For the time being, the Federal Government maintains that World Liberty is a private corporation, independent from any government entity; however, the appearance of these entities being related questions between whether these businesses support helping Americans compete with the growing markets, or whether they are intended to assist the Trump Family's overall business interests. Critics say that there are many problems with the GENIUS Act. Some say that it could allow large technology companies to create their own Stable Coins. Others say it doesn't provide the comprehensive anti-Money Laundering protections that advocates wanted. The Chairwoman of the House Financial Services Committee, Representative Maxine Waters, referred to the GENIUS Act as the "Unstable Act", adding, "The GENIUS Act makes it look like a federal framework exists for Stable Coins when, in fact, it is missing key elements needed for effective management."<h2>The 2026 Reality</h2>As much as the critics and the reasons provided for the implementation of the new regulations for the United States cryptocurrency market changed the initial state of the current US cryptocurrency market, the additional regulation of this industry has changed the face of the US Crypto market, currently making it the most regulated US cryptocurrency market since its inception.&nbsp;According to the GENIUS Act, beginning in 2026, Federal regulations will become a huge focal point for the development of the current market. The efficacy of the GENIUS Act will be apparent as we witness whether or not Federal regulation of stable coins increase their popularity or hinder the growth and innovation of new and developing projects due to increased regulatory compliance expenses associated with Stable coin usage and development. If the value of Bitcoin decreases in value, we will either see the formation of a federal government-backed Strategic Bitcoin Reserve where legalized Government crypto holdings will be the new standard across the globe, or it will be created to solve significant political problems.&nbsp;Depending on the future market, as well as potential changes in political dynamics, we may witness either the reversal of the growth of or slow deterioration of state-run bailouts of state fiat currencies. As of 2026, most major banks in the United States are expected to begin conducting cryptocurrency operations.&nbsp;This may help illustrate how digital assets will integrate into the current finance system or demonstrate the concern banks have held regarding their continued exclusion from the cryptocurrency market.
