In 2025 Southeast Asia is expected to be very attractive from a business point of view, growing at 4.8%. In 2026 an additional 4.3% growth is anticipated. A significant portion of the population continues to be underbanked, with over 300 million adults in the region not yet qualified for traditional banking. Mobile wallets are expected to enjoy tremendous growth, with estimates indicating an over 300% increase in usage this year. The most desirable and least accessible type of investment in Southeast Asia is real estate; significant barriers to entry exist due to high minimum investment amounts, convoluted land title processes, and lack of secondary markets for small investors. The ability to tokenize real estate is removing these barriers one jurisdiction at a time, so by 2026 the problem will be which countries are moving quickly enough to establish themselves as leaders.<h2>Philippines: Retail Participation First</h2>The Philippines is currently leading the region, possibly even the world, in offering the most accessible tokenization program for retail customers. The first treasury bond issued by the government successfully saw over 85% of its total issue being subscribed to by individual retail investors with no institutional or bank involvement. This tells us that individuals are buying government issued debt through mobile applications rather than just banks. The platform enabling this is<a href="https://insiderph.com/ph-accelerates-digital-shift-as-pdax-leads-tokenized-finance-push" rel="noopener noreferrer" target="_blank"> </a>PDAX, which is the country's leading digital asset exchange, in cooperation with GCash, the leading mobile payment application with<a href="https://www.ledgerinsights.com/philippines-to-distribute-tokenized-government-bonds-via-gcash-wallet-pdax-crypto-exchange/" rel="noopener noreferrer" target="_blank"> </a>over 90 million registered users, to distribute tokenised government securities using existing interfaces that Filipinos are familiar with on a daily basis. Furthermore, the collaboration between the BSP (Bangko Sentral ng Pilipinas), the SEC (Securities and Exchange Commission), and digital asset exchanges has progressed smoothly from providing advisory guidance on regulations to developing active distribution of products through retail channels. To date, we have not seen another country in the region attain such an expedient regulatory-to-retail distribution pipeline. A discussion about the real estate sector is the next section of this blog post. Onigiri Capital's<a href="https://www.coindesk.com/policy/2025/11/27/philippine-digital-asset-exchange-eyes-usd60b-tokenization-opportunity-with-project-bayani" rel="noopener noreferrer" target="_blank"> </a><a href="https://www.coindesk.com/policy/2025/11/27/philippine-digital-asset-exchange-eyes-usd60b-tokenization-opportunity-with-project-bayani" rel="noopener noreferrer" target="_blank">Project Bayani whitepaper</a> identified fractional ownership in real estate as one of four important areas of tokenization for The Philippines, along with government bonds, mutual funds and public equities. The goal is to see over 60 million people in The Philippines using tokenized financial products by the year 2030. One of the most compelling uses of tokenized fractional ownership is by the 4 million Overseas Filipino Workers who annually send $40 billion in remittances back home. Imagine being able to send remittance money to family members and then using that same money to purchase fractional ownership of a condominium unit in BGC or a residential home in Cebu using just a smartphone! While many of these people may be working in a city like Riyadh, Hong Kong, or Dubai and will not be physically present to purchase their fractional ownership, the ability for these individuals to do so is possible today. However, the regulatory framework around real estate and fractional ownership has not yet been fully developed in The Philippines. <h2>Indonesia: The Regulatory Groundwork Is Laid</h2> Southeast Asia's largest economy is Indonesia with a $88 billion domestic tokenization market forecasted by 2030. As the most deliberate country in building an institutional infrastructure for tokenization prior to full-scale product deployment. The OJK (Indonesia's Financial Services Authority) has a live regulatory sandbox for property tokenization, has a national regulatory authority over crypto markets, and is developing a tokenization framework that integrates with the Digital Rupiah when it launches. In the region,<a href="https://asiatimes.com/2026/01/chintai-majv-28bn-tokenization-tests-new-development-finance-model/" rel="noopener noreferrer" target="_blank"> </a>the largest single tokenized real estate transaction of $28 billion was announced last year between Singapore-based Chintai and Indonesia's MAJV which tokenized access to development rights.<a href="https://blog.tokenizer.estate/real-estate-tokenization-in-southeast-asia-whos-leading/" rel="noopener noreferrer" target="_blank"> </a>Tokenized Indonesia has secured investment from Saison Capital and BRI Ventures and runs a startup accelerator placing tokenization startups inside banks and telecommunications for pilot programs. The Bali property market is in the spotlight. Tokenized fractional ownership of villas and tourism-related properties in Bali is highly appealing to the international investors that the island currently attracts. For example, a German or Australian investor can buy 0.5% of a villa in Seminyak through an on-chain platform and receive rental income distributed automatically in stablecoin. This type of product is being actively built out by tokenization startups in Indonesia. The underlying real estate is in high demand, the regulatory sandbox is in place and the product is nearly available for distribution.<h2>Thailand and Malaysia: Frameworks Enabling Retail Access</h2>Recent announcements from Thailand's SEC indicate a desire to open up their market to more retail investors rather than just institutional investors, by allowing asset tokenization for real estate products in the country by 2025. Earlier actions taken by the Thai government to give digital wallet credit to citizens demonstrate that blockchain is on the policy agenda for Thailand. Since many international buyers have difficulty overcoming Thailand's strict land title laws, tokenized properties in popular tourist areas such as Phuket and Koh Samui, would be an ideal solution to capitalise upon the demand for real estate in the country. Bank Negara Malaysia also released a formal discussion paper on asset tokenization and the Securities Commission issued a new regulatory framework that will allow licensed intermediaries to provide broking services for securities that fall under the category of digital assets. Regulatory support for asset tokenization in Malaysia is moving at a slower pace than Indonesia and the Philippines but continues to move in the same general direction.<h2>The Land Title Problem Nobody Skips</h2>Every Southeast Asian country faces the same structural obstacle: land title integrity. The Philippines has incomplete Torrens title coverage. Indonesia has overlapping land records across multiple registry systems. Tokenizing a property with a disputed or unclear title doesn't solve the underlying legal problem — it digitizes it. The most credible tokenization projects in the region are working with government agencies to verify and clean title records before minting tokens. That process is slow. It's also the only one that produces a product institutional capital will actually trust. The region's digital infrastructure is ready. The land registry infrastructure is the last bottleneck. Every country solving it faster than its neighbors wins the capital first.
